Its great for a location near that final pipe that exits the water/waste in the home. I was advised by my plumber that this extra assistance helps to really provide a push of anything that tends to clog at the the lowest point of the home. So if you have an older home, where you know the pipes tend to decompose causing paper to get caught at times, this is the helper you need to help 'attempt' to avoid those simple items from getting all snagged on the final push through to the exit pipe.
Sandra P, it sounds like water may be getting past the flapper assembly/seal. Please contact us directly at 800-442-1902 so we can assist you. Sincerely, American Standard Tech Team
