It does sit on top of the counter though mine had a very slight wobble which was easily fixed with caulking.
It does not come with a drain stopper; however the faucet we purchased to fit the sink did.

Yes, you are correct. I hadn't noticed it until seeing this question. It is small and in the back upper corner of the left side of the sink. Great news, it's removable! :)
