A: To an extent it will, but not designed to specifically do this.
A: I would think.you could cover this vent with this baffle. The raised sections of this baffle are there to leave an air space between the roof deck and the insulation thus allowing your vent to still function. You could cut off the part that bends on these baffles and use them to the peak of your ceiling or if you are careful installing them leave the flap on but be sure to maintain the air gap that the raised areas provide. I wouldn't mix baffles. I liked working with these instead of the fragile foam ones.
A: I saw the review you were looking at. These should not be installed in direct sunlight. I have not heard about any issue with these having an issue inside the attic.
