It sure could be used, but a round point might be easier. It has a wider than average rolled step edge that makes digging much easier.

Is this good for transferring rocks (not gravel)? I need to move decorative rocks (2-6") to install about 30 stepping pavestones between the rocks. If not, what tool (other than my hands) is recommended for this type of job? Thank you!

Without having a good sense of the area you're dealing with (and physical capabilities) lets try to explain the capabilities of the tool. A transfer shovel is basically just that. It's designed to transfer material such as sand and gravel from one location to another since it's flat bottomed and has tapered sides. It's shape alone makes it a good tool for lifting and containing various materials. It is apparent you realize it's not really designed for digging though it does work well for scraping a surface such as top soil. Many even find it makes a great dust pan. With those in mind lets consider the area you're working with and how the rocks are laid. If the rocks are simply laying on a rather secure base or hard surface, it should be possible to slide the shovel under the rocks and with a tilt lift and then slide the shovel out. This should be enough to gather a quantity of the rocks you've described. Keep in mind, with rocks of the size described, doesn't take very many to add up to a heavy load. So I would expect one could drag a fair number of rocks in each scoop. However, if the surface is softer or the rocks have been in place for some time, they may have settled into the soil which may make the shovel difficult to slide under the rocks. But if these are just loose stones, the shovel should be helpful for the chore described. Just know your limitations and avoid lifting the shovel and rest between scoops. I think this shovel will be useful for you in limited capacity. And whenever possible, use the stepping tabs to help push the shovel. And please be sure to wear shoes that are up for the job. Protect your feet first.
