How to set the sleeve in the proper position.
Position the sleeve on the shaft just about 1/16 of an inch past the bearing sleeve in the wheel. Tightening the nut, when mounting the wheel on the lawnmower, will not pinch the bearings in the wheel. The force will be on the sleeve. Use loctite 242 ( blue) on the threads in the sleeve to hold it in position. This will prevent it from rotating when tightening the wheel on the mower.

The 'universal' of this bolt lies with the sleeve that threads onto the bolt to the desired length. Clever design except that the sleeve moves when you tighten it to the lawnmower housing such that the wheel will not turn (another reviewer mentioned this). In my case, I only needed one bolt, so I threaded both sleeves onto the bolt to get the equivalent of the original shoulder bolt. This worked for me but may not for your lawnmower, so I do not recommend this universal bolt.

I have an old mower. i bought Arnold's universal tires, then I bought their universal bolts. If tight the wheels won't roll, if not tight the tires come off.
