They are galvanized which holds up better in outside and wet conditions. However, in my opinion they are not very strong for your application.
Yes I believe they will. These are T50 Staples which fit in most staple guns and hammer tackers. They are 3/8" wide with the legs that shoot into the material being 1/2" long. I used them in a generic hammer tacker and they worked fine.

They should work. You might find that for that small of an area 3/8 will hold just as well and will go in easier. Remember the staples only hold the felt in place temporarily until you get the shingles laid.

That's kind of a trick question. It depends on the thickness of the carpet and the type of wood you will be stapling into. You want the staples to sink into the wood as far as possible to help reduce pulling out later when they start to see the stress of traffic. However, keep in mind that if you have a harder would, you my find that longer staples will not go in that easily. Personally I would probably try these 1/2" length. If you have an average shag carpet and pine boards I think these will work just fine.
