Can they be mounted on outside of the window?

My window glass is made flush with the frame.

Yes. In fact, the design of the mounting brackets makes this product much easier to mount outside the window frame than inside. I struggled for a long time to mount them inside.

How do you cut these blinds. They are approx. 1/2" too wide.

Take them back to Home Depot and have them cut them. It only takes a second and is real clean. They should be cut 1/2 inch shorter than the shortest width of the opening. Measure top, middle, and bottom. This gives the blinds 1/4 inch on each side to operate without catching. The other method is use a saw with a metal-cutting blade to cut the top and bottom rails, then use scissors to cut each blind slat one by one... Time consuming and not clean

Is there a cost at the local store to trim the Bali 1" aluminum blinds for width?

Don't get them. The mounting brackets sucks! You will destroy the blinds getting them in them.

Rated 4 out of 5 by from I like the price. Also once installed they work great and look like very expensive blinds. But th... I like the price. Also once installed they work great and look like very expensive blinds. But there are manufacturing problems, and unless you are a pro, you might get into problems. First the brackets are not great and it takes alot of effort to snap shade into place. In a few instances, the brackets bent the top frame out of shape and had to be repaired to get them to snap in place. Also the cord has a two part snap knob that falls apart with use. The shades do not darken the room, but only block the sun. They properly block the sun only in one direction of the blades. In the inward direction, the sun goes through the slots.. i would buy them again, in spite of the limitations.

We went through two sets of these terrible blinds and the drawstring was borderline non-functional on both of them. The blinds simply don't raise and lower smoothly -- one side or the other gets hung up every time we pull the drawstring up or down. Pulling them all the way up is nearly impossible as one side always drops back down a few inches, and one side usually gets hung when we lower them. Raising or lower the blinds typically turns into a five-minute hassle of fighting with the drawstring and pulling the blinds down manually just to get them to work at all. I've never seen a product fail so utterly to perform its sole function. Installation is also a huge pain as noted in other reviews, but I could live with a hassle upfront if the blinds worked properly afterward. They don't. Do not buy under any circumstances.

I installed Bali blinds from Home Depot in all of my windows 10 years ago - they have held up well until this year when one of them was broken by a cat. I was pleased to discover that I could still order a replacement -- the blind has changed in design slightly but the bracket is the same which made installation super easy for me. The only detail is that the blind I ordered is about 5-6 inches shorter than the older ones and so I will need to reorder the longer length when it is back in stock. For now I'm pleased and the blind is in the window with an installed air conditioner so the shorter length is not issue until fall.

Rated 1 out of 5 by from The overall quality of this product is well below our expectations. First, we had troubles instal... The overall quality of this product is well below our expectations. First, we had troubles installing it (inside/ceiling mount). We had to add a washer between the ceiling and the bracket, otherwise we could not install blind i brackets. Second, after installation, whenever we raise the blind all the way up the cord does not lock evenly and one side of the blind drops 2-3 inches down. Third, The lowered, the blinds do not go all the way down and we have to pull it down by the bottom rail. Fourth, when raised all the way up, the blind pushes the wand out so the wan does not hand vertically. We purchased separately Bali 35/72 and it is a somewhat better - only issues 1 and 4 apply it it. We had very good experience with Levelor alu blinds bought at Home Depot back in 1995, but the Bali 23/72 is a disappointment.

Rated 5 out of 5 by from Great blinds I love my new blinds. I chose aluminum because of my South West exposure to sun and it's brightness bled thru and lit up the room earlier in the AM. These new ones block out the morning light better, but will buy the special order ones later as I need major room darkening. These new ones work good though. A little difficult to get the bracket to grab the front lip and press the back in to attach though. Took a few tries on both but not to many. Good value for the price.

Rated 5 out of 5 by from I purchased this mini blind to replace a Bali blind... I purchased this mini blind to replace a Bali blind that I bought 22 years ago when we first moved into our house. I was hoping that the mounting hardware would be identical so I could just snap the new blind in the old hardware. The mounting hardware is a little different though. My husband was able to take the old hardware down and re-use the same screw holes to put the new one up thought. Hopefully this blind will last as long as the one it replaced!

It would’ve been nice, if Bali had used standard “side mount” hardware instead of poorly designed “overhead” clips that don’t easily latch onto the blinds. It kept popping out and I caused cosmetic damage to the white paint by trying to force them back into the metal clips. The instructions and illustrations were too vague and small to be of real assistance. The text simply says, "Mount blind in brackets," but it's not that easy! Some other buyers rave that this was an easy install… They must have purchased a different model. Instructions on Bali website show the standard “side mount” brackets. No help at all. I had to have these custom cut, and I am so frustrated by time wasted, sending blinds back and forth to merchants, that I may just keep them and build my own makeshift mounts. This stuff used to be easy, but manufacturers are now making it hard through poor bracket design!

Some however are harder to turn to open position than others..so much nicer than my old vinyl blinds..and much lighter to lift..I just wish I could have ordered them to length without needing to customize..after all, offering differing lengths would SAVE YOU materials..and me time and wasted product.
