Not sure how it would rest in place w/ your said mentioned item, however I do know that the head connection is the same, as both tanks do connect to my TURBO TORCH, HOPEFULLY THIS IS OF SOME SORT OF HELP

Yes , both are propane, @ least to my knowledge that is what they are being sold as. With that being said I would use the blue cylinder canister as it will be much easier to handle.Turbo-tip would be a nice addition
That is determined by what it is used for. I use mine for soldering plumbing pipes in home. It lasts a long time. If you use it for a grill I would guess very little time. You did not state the useage. My last tank is a couple of years old.
I know where you're coming from. I have not come across any adapters for these small tanks that have a "shut off". IF you are concerned about LONG TERM storage, why not just disconnect the tank and put the plastic cap back on it and store the torch and the tank separately? These small tanks have a self seal mechanism that seems to work well (they've obviously held the gas in from factory to store shelf and then to you the buyer with out losing gas). I have tanks that are several years old and still have gas in them. I mark the one that is started so I'll know which one to go back to next. I also found it easier to store with out the configuration of the torch and tank connected. Hope this helps.
