Yes, you could, but I think I would put the timer on the power in side. You could adjust the temperature from the thermostat and control the amount of time the heater operated from the timer. 100% hot might might be too much if you ran it for an hour.

This unit is driven by 240 volts. Since it consumes 1000 watts, the amperage would be 1000/240 = 4.17 amps (i.e. power/voltage = amps)

Typically you would want to go at about 10 watts per square foot in a well insulated space. I would suggest ordering with out on board thermostats and getting a double pole thermostat that would allow you to turn the units off when not in use. It is typical for an electric heater to produce a smell for the first hour or so after it is turned on for the first time. This is a result of manufacturing coatings being burned off. If you read the manual, it will probably mention this side effect of the first time the heater is energized.

does this heater have a cord or do I need an electrician

This heater is intended for permanent installation so it does not have a cord. Unless you are able to do your own electrical work, you will need an electrician to install this heater.

No. They recommend against it because it would melt the insulation off of an electrical cord hanging down over it.

This was a replacement for a failed hydronic oil filled heater. I am pleased with it's quiet operation. Heats the room nicely, quickly and quietly. I am sorry that I didn't make the change sooner, as the price was 80 % less than the oil filled heater it replaced.

Poor Quality Baseboard Heater
(This is an update to a previous review.) The first heater I ordered came with a paint blemish on the front of it, so I returned it. I ordered another and was told that it would be inspected, I understood before shipping. The second heater came with bent and miss-fitting parts plus a raised bump on the left end on the top. I returned it. I ordered a third heater and it was supposed to be inspected before shipping. It came with the left cover plate screwed on to the lower part which was not correctly placed on the heater, unequal gaps near the left and right cover plates near the top, and a raised bump on the top left, so I returned it. I called Cadet and told them about the problems I was having in getting a good heater and sent them pictures. They sent me a heater free of charge that was supposed to be inspected thoroughly. It came with two of the fins on the element bent. I called Cadet and sent more pictures. I was told that I could bend the fins to make them straight. I have included some pictures. None of the problems with the heater were caused by the shipper. To put a screw in the mounting holes you can't hold the screwdriver straight on but have to hold it at an angle so it looks like you can't use slotted screws. I am used to old fashioned quality.
