What attic temperature must be reached for the fans to come on? Will they run at night? I live ...

What attic temperature must be reached for the fans to come on? Will they run at night? I live in North Texas, which way should the solar panels be pointed? With two solar powered vents installed, radiant barrier and premium white fiber blown in, I haven't noticed much change in the attic and house temperatures. Why not?
