Mustang - Yes; UF cable can be buried directly in the ground without the use of conduit.
25 feet of cable to run a 20 foot span is probably not enough, especially if you are going to try to run it up the outside of your garage. Find out if you can buy the cable by-the-foot. Although conduit is probably not required for the underground run, I would run the cable though flexible liquidtight conduit. You would definitely need conduit to protect the cable on the outside of the garage, so that it doesn't get gnawed on by animals or damaged by a string trimmer.
