This would be a very tight fit on your height and would suggest a next size down with 3836VDC. Window size would be ~ 36.75 x 34.75 and more room to finish off and secure in opening.
my rough in is 20in x 20in will the 19.25x19.25 size work?
A 19.25 inch x 19.25 inch glass block window will fit in your 20 inch x 20 inch rough opening. Be careful with tight fits and double measure to ensure square openings.

3 ft x 2 ft with vent
I need to buy five of these for my cement basement. My window openings are mostly 31.5” x 18.75”; however, one is 30.75” x 18. Would the 31 x 17.25” Home Depot window be perfect or too big?
The 31 in. window would be a tad too big. The window assembly measures at 31 inches wide and physically won't fit into your 30.75 inch opening, unfortunately.

Can this window be installed in a wood frame? If so what would be the process
Yes, this window can be installed in a wood frame. Please refer to the "Installation Guide" pdf in the Product Details section for guidelines regarding this type of installation.
Can the window be installed sideways, to operate like a casement?
The vent in this window will open if the window is installed sideways. However, any trim that overlaps the edge of the vent will most likely impact the ability to open the vent. We also cannot guarantee the performance of this vent in severe weather if installed sideways, since the vent was manufactured with horizontal installation in mind.
The width of my tiled shower window opening is 23.50 inches. The old glass block windows were 23.25 inches wide. Grout was used to fill in the .25 gap on both the left and right sides combined. Will a new 23.25 inch wide glass block window work?
You can use a new 23.25 inch wide glass block window, but the fit will be very tight. We generally recommend between 0.5 - 2 inches of room between the rough opening and glass block window, due to more leeway during installation.
