Yes, Clearly Secure windows can be combined to make larger windows by sealing the windows together with silicone. Home Depot sells a Seam Kit (Model #SEAMKIT) that includes silicone and horizontal spacers to seal the windows together.
The block in this window are 45 min fire rated, but the pre-fabricated panel with silicone is not. To retain the block's fire rating, they would need to be laid up with mortar.
None are provided, but there are numerous videos on youtube (https://www.youtube.com/watch?v=kVSqb_x7hns) to help you through the installation process. Basically, clean out your old window and sill, place the new window in squarely in the opening using shims, mortar completely around the window. After setting, take out your shims and fill the holes. I have now put in two and it gets easier each time. And the amount of light they bring in is amazing.
No, the individual block in these windows is 45 minute fire rated, but the silicone assembly is not. You would have to install the individual loose block with mortar to retain the fire rating and comply with code.
