If the heater is unplugged and plugged back in, does it retain the settings and keep heating? I want to plug it into an outlet timer so it will turn on in the morning.

When power is lost (even for a second or less) then all owner programming is erased (even with the electronic "lock" feature activated) and when power is restored, it automatically enters a standby setting with no heat output available. To resume getting any heat output, the mode button must then be manually reset to one of the three heat output options, and you will also need to modify the thermostat temperature setting if you do not want to operate with a factory default temperature setting.

No, just two small screw holes are required to mount the heater. It then plugs into a standard wall outlet.

Is this infrared heat or forced air heat?

It says it uses a blower? I thought infrared heaters did not use a blower? If so, will it blow sawdust around my workshop?

Yes I think this would blow sawdust due to the fan -- it uses electric resistance to produce heat, but due to the case there is no area open for the little bit of radiant/infrared heating that it might produce. You might want to check parabolic truly radiant heating units-- there are some available that hang from wall or ceiling allowing you to direct the heat (like sunlight) to your specific work area so you will feel warm while not heating the entire room. Make sure though that you do not purchase a fan-type unit. This WILL be a problem in your woodshop/workshop.

Why am I getting 2 totally different answers from my question about how big an area can it heat comfortably??? 1000 sq ft or 250-350 sq ft?

I heat my whole house with infrared heat, I have about 1800 square ft. It takes about 4 heaters to make it comfortable at a cost in the winter of an additional 100 to 125 dollars a month in electrical charges. Living close to the Canadian border and at 5000' of elevation that's pretty cheap.. We have two of these exact heaters in use at our club house basement and upstairs we have two small portables and one additional smaller wall unit in the bathroom. 5 heaters total and the building has little to no insulation. Power bill averages 300 a month in the winter 35 dollars a month in the Summer. The building is 32' by 75' and two stories. You do the math. Oil Stove heat costs in the club house used to be 4000 per year, now it's about 2200 a year.
