Hi Mike, Yes. IP 66 is the same as NEMA 4.
Does it include the electrical outlet
Hi Rhonda, the is only the cover.
Will it fit over a GFCI outlet?
Hi Marsha, The duplex cover only works with duplex outlets. For GFCI's you have 2 choices. For wet locations it is code to use an in-use cover outside on the side of your house which is Internet Store SKU # 234165. If you plan on using this in a screened porch area that does not get direct rain/snow, you can use Store SKU # 820356. Both are great products that are UL Listed and look nice.
Will the spring loaded covers lock open?
Hi Sonny, the NEC does not allow us to make a cover that locks open for safety risk.

Hi Daniel, It is approved for "non-wet" locations. For wet locations you need a while-in-use cover.

Hi Robert, this is an old-style cover that is only allowed to be used Horizontally.
