Norfolk island Pines are native to Hawaii so i would think that a tropical climate such as that or Florida would be needed

I looked for the same info and what I found is that it's a tropical plant that doesn't tolerate temperatures below 35F so you'll need to be in a warm climate to do so. If you are in a warm climate don't just set it out in the sun directly from indoors. Slowly acclimate it to the sun by giving it a a little bit of sun each day for a few days.
