You have to unscrew the allen head screw completely out to remove the handle. Maybe the handle is stuck because of corrosion?
Thank you for inquiring about a Danco product. First, turn off the water at the valve under your sink and then open the line to release any remaining water. Second, unscrew the base of the faucet by turning it to the left. This will expose the brass nut that holds the cartridge in place. You will need channel locks to unscrew this nut. Take a picture of the cartridge and how it sits in the handle body. Use your channel locks to pull the cartridge straight up and out. Take your cartridge to your local hardware store for a perfect match. Place new cartridge in the handle body and refer back to your picture for exact position. Place the nut back over the cartridge and tighten. Don't over tighten, you can test for leaks before you apply the faucet handle back in place.
