One reason designers make partial upper trays is to allow tall tools to fit through the gap. Another reason: by making the tray slide from one side to another, it's easier and faster to find things in the bottom compartment, while still keeping everything neat and compartmentalized within the box. We don't need to lift the entire tray all the way out. The tools we need frequent access are generally smaller, so they fit in the tray and that tray is removable so we can carry just the small tray for many small tasks. But if we do need full access to the bottom area, it's easy to lift a smaller tray and place it somewhere unobtrusive. BTW: If you really need a full length top tray for some reason, it's quite easy to make one from scratch or by modifying the existing tray. i don't think so, its all solidly constructed so no holes or creases plus there is a seal in the top of the lid that presses down on a flange on the toolbox body that i am assuming completely seals the interior from the elements
