Yes it rotates, but the piece that rotates is inside the head. You don’t actually see it rotate. The water coming out is rotating very fast.

The tip really doesn't add any distance to the reach. After about 18 inches its all water particles and wind without pressure. just like a regular tip. The benefit of this one is it swirls around and makes a larger overall impact pattern.

Takes look at the orifice size vs gym output. The Dewalt has an orifice size of 4, while the Simpson has a 3 orifice. This means at 4000 psi, the Dewalt will have a output of 4 gpm and the Simpson will be 3 gpm.
It s a nozzle that spins the water with a pulsating motion to help lift remove and bring up hard to clean areas not it s not made for soap or solvents you use a different spray nozzle for that good luck
