I'd say yes. I've used this auger bit in both a std chuck and and 7/16" quick-lok "hole hawg". It's a bit of a lose fit though IMO as the bit will deflect a few degrees when pushing through at the end of a bore.

That should be no problem providing that there are no embedded rocks in the railroad ties which unfortunately has been my experience a few times. But yes concerning actual wood this should chew right through that no problem.
