No the handle is not foldable. It is securely attached, I suppose, to give support to the person stepping up. It stows in the back seat or trunk just fine.

Yes they do. I love my stool. It helps me get those 4 extra inches I need. Like to reach into my wash of clothes. To reach my dishes in my cabinets, to reach in my pantry. To set my curtains. All these things I have enjoyed with my stool.

Swivel wheels were not an option. Based on the design and materials, I would not recommend swivel wheels for this stool.
