If you're using this as a primary pot, then yes, you should drill out the holes. If using as a decorative pot, into which you set a primary pot, then no, you don't need to drill them out. In any case, any pot in which you have soil should have drainage holes. Whether or not your plants will be damaged by sitting in this much water depends on the plant.

Will these crack if left out in freezing weather in the winter?

It won't crack from the cold. However, if water has frozen in it and blocked the drainage holes, it might.

I've found that for tomatoes you need a 5 gallon container or larger for the tomato plant (one plant per pot) to thrive. I think this is too small. I've used a 20" pot for grape or plum and they produced a big yield!

You would need a bigger one for a lemon tree. You can start it here but you'll have to replant it.

No, you add water from the bottom at the wide area. It pulls the water up into the dirt through that system.

7" Diameter at the bottom. My plant which is 10"high and 9"wide did not go all the way to the bottom. I placed an aluminum cake plate into the bottom to catch excess water. Works well.

Price is good for such a huge pot. Good quality plastic, light and seems to take harsh weather. We leave them out. I like the fact that it has a plate at the bottom so it will drained out the water. Definitely recommends them. We bought 4 last year and bought another 6 this year for our tulips.

Good value, contemporary design
I needed a large enough pots to grow six plants on my balcony. - but not too large obviously. This really fit the bill. Tho they are plastic, they look fairly good. many a plastic plant pot try to look like another material and end up looking really cheesy. This one makes no excuses and its fine. I find them durable enough to hold all the soil and ballast, and its respective tomato plant full of fruit. For tomato plants, I think the version with an accessible reservoir at the bottom would be handy, but those are twice the price.
