If you are using this timer with LED lights it will appear as though the lights are still on. This happened to me with some of our Christmas lights, the LED lights on our Christmas tree appeared to be on. FO\or some reason when using a timer this happens. I think it's because there is still power to the timer so as to keep it functioning.
I have had no problems with mine and I have had it for years. have you tried other time intervals. If it does not work on those or dawn to dusk, maybe it it broken.
Probably more accurate to say water resistant - I wouldn't submerge it in water. Mine is used outside and rain/snow have not been an issue.
I think they mean to plug it directly into the wall but not to plug it in to an extension cord. After you plug it in to the wall, then you can plug extension cords into it. That is how I have it plugged in.

I suspect that the sensor is sensing low light from dusk, then the lights it is turning on is confusing the sensor until it gets darker. Make sure the lights it is turning on is not shining directly into the sensor. Maybe, put a chair in front of the socket where it is plugged in.
I have no idea why since mine has been outdoors and working just fine for about 3 years.
Return it. This is one of the many failures of this item. Junk
