Yes. The bar itself is 8 inches long. You could remove one of the brackets to saw the rod shorter then reattach the bracket before installing.
Mounting screws are 2 inch long. However I mounted on a tiled wall that has Hardibacker board and used 11/2 long Hardibacker screws.
This was for bath tub as grab bar to support going in and coming out of the from the tub. It was installed in middle of the back wall of bath tub in center.
The screws on the 9 inch bar match the finish of the bar and are counter sunk. The manufacturer stated previously that relatively smaller size of this fixture prevent the concealment rings from being used. Exposed screws make an easier installation and do not detract from the overall appearance
Dont know but it would seem to be to me as secure as it is when mounted correctly.

I do not know as I did not want any movement in the bar and would think if installed correctly it is not movable at all. It is much more permanent feeling than something like a towel bar.
