The Delta Luxford toilet is between 16 1/2 to 17" high, which is higher than most toilets. I specifically purchased this one for my spare bedroom remodel because my parents (in their 80's) visit and use that bedroom/bath. I would highly recommend this for your Mom.
12" means the center bolts for the drain pipe are 12" from the rear wall and that is the same for this toilet. If your current drain bolts are 12" from the wall, this toilet will work and give you about 1" space from the back of the tank.
