AnswersThe diverter is on the top of the tub spout, near the wall. Up should send water to the shower, and down should go to the tub spout. The default position should be down, so water should flow to the tub spout when you first turn it on. I think you may have an installation issue.

I just took my first shower with this kit, and...
I just took my first shower with this kit, and I have a few bits of feedback. On the plus side, I appreciate the sturdy solid-metal (nickel I believe?) construction, I looked for that and I was willing to pay for it, it's surprisingly uncommon. The down side is the geometry of this set. If the head points straight down, there are 13" between the wall and the first drops of water. The tub spout is unusually large, coming out 9" and ending in sharp metal corners. That give 4" of wiggle room before your knees start getting poked. Maybe I need to tone down my shower dancing a little, but it seems like for the price the design should be better considered. Fortunately the head swivels up, so that's where I'll probably have it. My other mild disappointment is that the temperature arm doesn't seem to swing to 100% cold. I don't know whether that was an installation issue or a feature of the design, but if I wanted to fill a bucket with cold water in this shower, it wouldn't be possible.

Thank you for contacting us. I apologize for the issue you are experiencing with your Delta faucet and I am happy to help you.
The Delta Faucet model T17T499-BL TempAssure® 17T Series H2Okinetic® Tub & Shower Trim includes the Delta Faucet part RP90158BL Tub Spout - Pull-Up Diverter, which has a 1/2" IPS installation type. We recommend using a similar tub spout that is shorter to accommodate the room available in your tub/shower setup. The most common cause of a low cold flow rate is debris. The best way to clear any debris is to flush the supply lines. To do this, turn off the water supplies, remove the cartridge, and turn the supplies back on for one minute.
Please make sure that you are getting good flow through both the hot and cold sides while flushing. You can also shake the cartridge back and forth to make sure the back half of the cartridge rattles. This means that the pressure-balancing spool is moving freely, as it should. If it does not, you can try soaking the cartridge in white vinegar for about 15-30 minutes.
