What exactly is the purpose of this bit?

The 'up-spiral' or perhaps it could be called an 'out-spiral' bit, produces a smooth cut which lifts and removes debris out from the channel being cut, instead of leaving it full of shavings, with all the advantages others have mentioned. HOWEVER, such a spiral bit has the SLIGHT disadvantage of occasionally causing some break-out (chipping) of the edge of a channel because the cutting force is at an angle. For this reason, you would not use this bit (and should seek out a 'DOWN-spiral bit) if the definition of the edge of the channel is important, such as when routing a detailed pattern or letters/name. You will usually see down-spiral bits in small diameters where the need to avoid tear-out is most important. For most work, I find up-spiral bits preferable to straight bits, and worth the slight extra cost.

Isn't the picture of this bit incorrect? An up-spiral bit should wind toward the tip on the right side of the bit. This one is winding upward on the left.

The picture on the up spiral is correct. The bit rotates clockwise, like a drill bit, and the spirals cause debris to go up toward the tip of the bit, or into the wood when using the bit on a timber. This creates a nice and clean cut, but can require blowing out debris from a deep groove if using on green/wet lumber.

I plunged the bit into a 1/4 inch plywood and it immediately broke. I exchanged it for a new one and that one plunged through 1" of wood and easily cut through the wood with no problems and no breaking. It seems it depends how lucky you are whether or not you get one that works. When you get a good one it's a good bit. It's so nice to route without the burning that happens with straight flutes.

It works for edge and plunge cutting and does not chatter like a straight cutter. The upswept spiral moves the swarf out of the slots so it doesn't melt back together. I would purchase this again, and I would like to purchase it in smaller diameters too.

I used it for cutting out speaker holes in a subwoofer box and shelf pins and it cuts them out clean. I've used mdf and hardwood plywood and it has no tearout nor does it leave splitters. I purchased the up-cut spiral bit and couldn't be happier.

I think this cuts smoother and quicker. I've used this for cutting dado's and slots for drawer bottoms. This is my go-to bit for 1/4" work. I used this for cutting mortises in red oak and it worked well and cut smooth.
