Totally capacity 600 pounds on this if your mother had a 400 pound wheelchair it will be more capable but as for me I'm 360 and using the scooter so it would be uncomfortably close to the limit look for something that had about 100 more pound weight limit
If you mean a step that is 8 or 9 inches high I would say no. We use this to put on the porch at the front doorway to roll my 200# brother in his wheelchair over the 2 1/2” step-up threshold and into house. I love this thing! It’s lightweight but strong. It folds up easily and has a carrying bag. It’s not that big when folded and not very heavy.
I do not know, but it worked great for my father getting in and out with his wheelchair.
