Is this a fully certified encapsulant that is accepted as a permanent form of lead abatement with proper application?

This is _not_ an approved encapsulant, and does not have the 'D.L. Litter Laboratories' approval needed in Massachusetts. It is suitable for 'interim control' only. Note that approved encapsulants do not reduce the bio-availability of lead in paint; they are simply approved to keep the lead paint in place.

Product claims of lead mitigation

Is there any supporting evidence that this product actually makes lead-painted surfaces safer to work with? Safer than painting over with any other latex paint? Most of the reviews support its ability to adhere to leaded paint, but say nothing about this product's primary selling point - "treatment".

Different chemical compounds of lead have different solubility and different 'bio-availability'. This means for example that if you compare lead oxide (used in paint) with lead sulfide, and were to eat the same amount of lead, you would only absorb about 10% of the lead from the sulfide that you would get from the oxide. I do not know the particular chemistry used in 'lead defender', but it is completely plausible that the compound can reduce the toxicity of the lead in the paint. The lead still remains on the wall, but is presumably less toxic because it is chemically bound in a way that you body absorbs much less

Rated 5 out of 5 by from Works great My gf's and my first apartment and the landlord gave us a pamphlet about lead paint. I asked my dad about it and he researched it and told us what to do. He gave us a gallon of Ecobond LBP and 2 quarts of Glidden High Gloss Latex paint and on Friday after work and before moving in, my brother and my roomie and I masking taped and painted all the window sills and trims and the inside of the front door with the Ecobond primer. We used less than half the can and it wasnt' smelly. The next morning it was dry and there were some bumps that we didnt' notice when it was wet, but it wasn't bad. My gf and i painted on the Glidden while my brother and his friend did most of the moving in (hehe). The Glidden was a little smelly, but not bad. We used all the first can. Anyway by Sunday the apartment looked awesome. We were settled in and the new painted areas are smooth and beautiful! They shine much more than before we moved in. I only marked average on value cuz I didn't buy it and I dont' know how much it should cost, but we're very happy with the results.

Rated 5 out of 5 by from Seems to be a really good primer. We used it on the exterior of a very dilapidated former school ... Seems to be a really good primer. We used it on the exterior of a very dilapidated former school house, lots of pealing paint on wood in mostly poor condition. Both this and the top coat (Behr Premium Plus Ultra) really adhered well. We are very pleased with the results. Only time will tell about durability. I can't say the lead treatment does what it says, but I take them at their word. And this is more than double the price of most primers. However since we were certain this building (built in 1907) had lead paint, anything we could do to minimize the lead was a positive. Plus it's accepted by both EPA and HUD. If you are a professional painter (or not) facing lead paint, if it does half of what is advertised, its worth it (IMHO).

Rated 5 out of 5 by from Great product. Goes on well. Bonds well. Fantastic appearance. This is much better product than I ever expected. It goes on as a thick, pure white covering. One coat was enough. It even looks good on its own without further covering. And it's easy to clean up after because it's a latex paint. Once the Ecobond LBP was applied and it dried thoroughly(24-48 hours), I put on a top coat of a premium latex semi-gloss white. It now shines and looks fantastic. I am using it to cover all the trim/moldings in my home.It bonded so well with the top coat, I think it could serve as a great primer for any paint job, even if you were not interested in just covering lead paint. I am definitely impressed with this product and would recommend it without reservation.

Rated 5 out of 5 by from Hybrid Worked Great We have an old Victorian in Louisville that we used this on and like many people I am sure were skeptical when I read that it "treats lead". We put this on with a very easy application covering both wood and drywall with one coat. In some areas where there was previous gloss paint was simply prepped with the use of a deglosser prior to applying and it worked great. HIGHLY SUGGESTED!!!

A positive lead test result before use became a negative negative test result after use. Our Board of Health declared the house safe for children.

Rated 3 out of 5 by from Peace of Mind I have mixed feelings about this product. My house is nearly 300 years old. We have lead paint. We initially painted over everything when we moved in a decade ago, but we have a baby now, and I need to be certain that everything is solidly covered. Naturally we don't have the $$k to abate all of the paint in the house, so this sounded like a good plan. There isn't too much out there about this product, but what there is seemed positive enough, and we don't have anything to lose, right? It's pricey, but it brings peace of mind. The product goes on well. When it dries there is a grainy texture. I'm not certain why, or what this texture does to help encapsulate the old paint, but if you live in an old house there is already so much uneveness that this really doesn't matter. Putting latex paint over this I found I needed two coats, as opposed to just one coat where I did not use the EcoBond. I did try and flake off a piece of the old paint (that would have easily flaked before applying the EcoBond), and the paint wouldn't budge. So, all in all, I would have to say that the EcoBond did the trick. I gave it three stars, because I really don't know about the claims that are made. I just hope that they are in fact true and that all my sills and frames are safer than they were before.
