Can this be used in a small garden, as a weed preventer to allow vegetable plants to grow without...

I think it should work great for that. It is light weight but a very strong fabric that resists Sunlight breakdown. It is also easy to cut to put plants in.

Can this be used over grass seed

I'm not sure I fully understand your question, but if you are thinking this fabric could help hold soil from erosion while the grass seed germinates and gets established...I would not think it would work very well for this. You would have better the results you desire with straw or an actual seed/erosion mat.

KEEP OUT - Weeds!
This Landscape Fabric is contractor grade and made of light weight polyester. It is very easy to work with including laying flat, easy to cut, and an easy to handle 4x100 roll. The polyester fabric is porous to let water in and allow the soil to breath but will definitely keep weeds out. I just used this in a new planting bed and was impressed with this product compared to other products I have used...which were hard to cut, didn't lay flat, or too thin to really keep weeds from rooting. The Brand Name on this is Easy Gardener.

Excellent quality!
Landmaster Contractor-grade fabric is well made, easy to handle, easy to cut or trim. The fabric is strong and puncture resistant. It is made of heavyweight spun-bonded polyester and is very effective in preventing grass and weeds from growing while allowing water and air to flow around shrubs, trees, and plants. There is a Full Refund Warranty on this product as well.

Terrible product!
I went out of my way to spend a little bit extra so I would never see some annoying ground cover again. This product plus a ton of rock and still it came back. Useless.

Does what it says. Good product!
This is a great product, I had grown tired of the cheap stuff sold at the "big Box" stores that only lasted for a couple of months before weeds starting growing through it. This product seems to really hold up. I have not had any issues so far, other than running out of it. I will be ordering some more. No more cheap stuff, you get what you pay for. Install it correctly & ya wont be sorry!!!

Great landscape fabric!
Great landscape fabric choice...... good sized roll. Actually enough to cover a fair amount of area! Ours is going under the rocks in a dry creek bed we're working on. Too soon to know how well it works for keeping the weeds down, but I expect it to work very well based on the quality of the fabric. Some of the other landscape fabrics I've used were very thin and flimsy, which is definitely not the case with this one!

Strongest landscape cloth I have ever seen.
Great product for rocky soil. Our area to be landscaped consists of rocky soil. A lot of these rocks have sharp edges that penetrated the basic run of the mill landscape cloth that I have purchased and used in the past. I always rake the ground as best I can before laying the cloth. Not so with this product! I laid a token piece over an area that I had raked and placed red lava pumice rock on top. I then used a compactor on top of the rock. This landscape cloth wasn't even phased. I then took a small piece and pressed a blade from my pocket knife against the cloth and tried to penetrate the cloth. The cloth withstood a great deal of force before poking through. This is a real tough product! As for air and water penetration through the cloth, I cupped a small piece of the cloth into a bowel configuration and poured water to fill the bowel. Water did penetrate the cloth but slower than standard grade cloth due to it's density, but was sufficient. I will definitely be purchasing this product for our late spring landscaping project and if installed and maintained properly, this product should last many times longer than standard grade cloth.

weed hothouse?
I bought this fabric as a weed barrier and as "contractor-grade" felt this would help in my garden since I cannot weed constantly. Actually, the weeds grew really well under the fabric! The only thing I can think of is that is acted as a hothouse for any weed seeds or starts. By the way, I had killed all weeds prior to laying the fabric, so there shouldn't have been the proliferation of weeds that there was. This was an unfortunate purchase.

This product was purchased because of what it said about it when I looked up contractor grade landscaping material. It was to have superior ability to stopping the growth of weeds and grass. I overlapped it 6 to 8 inches and applied a cover of rock on top.Two weeks later the grass is starting to grow up through the material. This is expensive material and it does not stop plants from growing through it. there are no holes in it from the rocks.
