Minimum requirement for a 240 volt water heater is 30 amps. That would require a 10/2 romex with ground. Your circuit breaker size should also be a double pole 30 amp.

First of all, Home Depot is a retail store. Your CH series loadcenter and breaker are both covered by a lifetime warranty. You need to contact Eaton directly about your issue and follow their instructions which I am sure will involve having a licensed electrical contractor replace the CH series loadcenter with a new CH series loadcenter and breakers obtained through an Eaton/Cutler-Hammer distributor. The distributor will probably take the old loadcenter with breaker fused to the bus and issue credit for the replacement parts. It's crucial you start by contacting Eaton or an Eaton distributor to start the process. You should ask about labor as well. As far as I know the parts are warranted, but I suspect you will have to pay for labor.
