I would think, however, because the vertical pipes at the ends of the cart screw into the top horizontal bar and into the crossbars of the feet, I am not sure how stable the feet will be without the lower crossbar. They may swivel back and forth some. The bottom vertical pipe enhances the cart's stability; With that pipe it is a very sturdy rack.
