Place a chisel against the fastener head and hit the end of chisel with a hammer slowly.
These are not designed to work together. These Shutter Loks are made of vinyl and the wood shutters are not compatible with the vinyl hardware.
I re-drilled my holes and lightly hammered them in. They are difficult to screw in.

There plastic, I would think so.
The cap is integral to the fastener - it does not come off
I just installed 12 shutters on New Fiber Cement Siding, the package states to drill 1/4 hole, and then plug the fastener into it. I did exactly that and the shutters are hanging fine. FYI Push in by hand through the vinyl shutter first and into the exterior wall, then lightly tap with a hammer. Hitting them hard or with out lining up the fastener with the hole, will damage the fastener where you can not use it, once it bends, its trash....
The instructions I have that came with new shutters and use the same Shutter-Lok's Fasteners say to drill a 1/4" hole. That is what I did and they worked perfect.
