This Tail Extension is used when installing or replacing the plumbing under the bathroom sink (1 1/4 inch is typically used in bathroom plumbing). Unless the faucet comes with a pop-up assembly, this piece really has nothing to do with a faucet installation. The pop-up comes with a built-in tail piece, but if the tail does not reach the P-trap, then this extension is needed and they are also available in longer lengths. If this a new installation and you are unsure whether the pop-up tail will reach the P-trap, it is a good idea to buy this extension rather than going back and forth to the store. If all the various pieces are too long, you can cut the pieces shorter, but don't remove more than an inch or so. (Try to leave the pop-up length alone unless its just unavoidable.) All the various pieces should fully penetrant the other to insure good water-tight fitment. That's really the whole propose for these extensions. Remember to sand any cuts smooth to prevent hair and junk from hanging up on its way down the drain.
This product is an extension for 1-1/2" tubular pipe. Oatey does not carry extensions for water supplies.

You are correct, but you might find that the overall combined length is too long to fit into the p-trap assembly. Don't worry. You can cut the extra off either the extension or the pop-up (or a little bit from both) or you can unscrew the metal tail with a little effort and replace it with one of the appropriate length. You might have order it at the customer service desk or go to a plumbing supply to get one as it is not an item that sells in sufficient quantity for HD to stock. The advantage is small. 1) It looks nicer and 2) fewer joints (and potential leaks).
That's called a Pop-up. It's a different item. Typically they are 1 1/4" in diameter and used in a bathroom sink.
