It is soft steel. I have cut it with a pair of side cutter pliers, but a hacksaw is best.

Can this be cut with wire cutters or pliers? Something other than a metal saw?

I don’t have a metal saw or anything to hold the rod still with so that it can be cut with a metal saw. I do have a bolt cutter

It is a little thick for regular wire cutters, a bolt cutter should work.

If heated to the proper temperature, then yes they can be bent or formed. A small propane torch would work (out doors) would work nicely.
