A: You might be better off using a wire that has (1). Smaller spaces in the wire and (2). wire that is coated with a plastic, this wire will be stronger, smaller spaces . Home Depot has this wire in stock
A: Yes and no. Yes it will keep them from the balcony itself if your balcony has a roof. If not, you will need to put the netting over the top and sides. You can use wire to fasten it together. Home Depot sells several selections of wire. Use wire that won't rust (aluminum or stainless steel is great, galvanized is a good choice) The no part is that when they roost on the wire over the top (assuming you have no roof); their droppings will end up on the floor of the balcony.
A: Hi Deb. So far, this poultry netting has kept an opossum from re-entering my garden area. I suspect that critter weighs more than a few pigeons and I am more than confident that a pigeon won't be able to peck through the material. If they succeeded in getting through zip ties, maybe wire ties are better. If you would need to take this down and put it back up very often, just be sure to consider the most convenient way to cover your balcony with this netting. It could be a hassle if you have to remove and replace more than once a week. hth
