What if the length old cable is between the 12’ and the 8’ One’s offeeed? Can I cut the 12’ to work?

I suspect if you cut it the wires will fray. Better to just have excess wire (not the side near the bottom of the door) and place it such that it doesn't get in the way via zip ties or similar.

The loops are too big for my garage door. Is there any way I can make them smaller?

you can use a restricter that looks a u-bolt (that goes on muffler pipes) except it is for approximately 1/8" to 1/4"
