sand (or sand blast) the mil scale off, then prime w/ a steel primer or Rustolem , the Mil Scale will allow rust to form and it has no anchor profile (It's smooth)

This is mild steel and an alternative name for mild steel is weldable steel. This is an old term when the only way to weld was with a torch. An oxyacetylene torch can only weld mild steel (and aluminum), though with arc welding you can weld other types of steel. Mild steel (weldable steel) welds better than any other steel no matter what welder you use.

Since it is only one eighth inch thick it will bend easily. If you want to apply a load you will have to design a brace system or you can weld it at each end. If the frame is stiff it will provide support to the flat stock and minimize bending.
Yes. It will rust even if left inside. Very rust prone. You have to paint it to prevent rust.
