Yes, this will fit an electric water heater, BUT why would you buy this kit, your paying extra for a GAS LINE HOSE. Save yourself a few extra bucks and buy the Electric Water Kit!

I think that you are referring to the pressure relief valve, correct? If so, your local code will dictate the material that the pipe must be made of. It is usually done with copper. It is usually connected at the T&P valve and lets out at an acceptable drain or drain pipe. If you are referring to the drain cock on your water heater that is used to drain the water heater, the drain cock will have hose threads on it. After the water in the tank has cooled, you can attache a garden hose to it and route the hose to an acceptable place for drainage. This is a temporary installation. You do not leave the drain hose connected all the time.
Not enough info. Are your copper lines sweated all the way to the inlets on the heater? If they terminate at the wall you can add a screw on 1/2 to 3/4 adapter for these lines or find some that are for 1/2 inch.
