So I wondered this myself and at fluidmaster, they describe the order of things and WHY you are getting what appears to be extra parts. For most toilets you would put the rubber gasket in the tank and the metal washer on the outside. However, if you have a gap between the tank and the bowl as is the case on some toilets, you repeat the process twice with the extra metal washer immediately under the tank, then a bolt, then another rubber one above the bowl repeated by the metal one under the tank. Some people suggest putting the metal washer also in the tank (above the gasket), the article says this can cause a leak and to only use the rubber gasket in the tank. And others also suggest putting the extra rubber gasket on the bottom to protect the porcelain, then the metal one next to the nut. I supposed the latter is an option if you don't have a gap but isn't actually necessary to prevent a leak. Do i gave to put a gasket in the tank, and underneath the tank. Recently moved into a new house, and my tank is leaking from this connection.

I noticed the builder only put a gasket in the tank.. is that the problem??

I think so because my leak stopped when a gasket was put on inside and outside the tank. Now the metal washers I put one on outside and zero inside leaving me with extra washers. I think putting extra washers on outside act as a lock washer.
