If you can find a stud, you can mount these no problem. Please, please, PLEASE don't screw them into drywall and hope for the best. You could mount a 2x4 horizontally across multiple studs, paint it either to accent or to blend, and then mount these hooks into the wood. One more word of caution - sometimes apartments use metal framing instead of wood framing. Mounting into a metal stud will NOT work! Good luck!

Can I install it on a conrete wall?

I would not recommend screwing this threaded hook into a concrete wall. It is best used for a hanging weighted item as dead weight pulling down vs. at a 90 degree. Now if you need to hang a bike on a concrete wall then you should consider screwing into the concrete wall a wooden ledger board (2x4 / 2x6 or 3/4"or thicker plywood) running across the wall that a wall style hook can be drilled into. Wall hooks cost 3 to 10 times more than ceiling hooks but may give you some benefits of adding a security chain or cable or a hook that is no higher than 6 feet off the floor (7ft if you stagger two bike rows).
