Yes it is, Don't expect it to last very long. About 10 cuts of 1/4 inch by 2 inch flat and its done.

Can this cut 3" steel tube?

I have not tried this size, but the cut sizes are listed by the manufacturer at their website. I also suggest going on YouTube for videos of it in action. There are about 5 or 10 videos on this machine alone.
