Mine would not turn off either. I pulled off the dark lens and found the clear plastic cylinder for the photocell was not lined up with hole. After repositioning it to center of hole and putting dark lens back on, it worked fine.
There is only about a 90 degree adjustment, so if bulb is screwed in with sensor facing wall, you can't get it to face outwards, just to one side. I pried off the dark button on mine, it now shuts off shortly after dawn. Others who have done this report that with the black button removed, light goes off and on. They were able to correct this with a piece of painter's tape over the hole. The tape is more translucent than the black button.

Likely on any that takes a standard bulb. The sensor (black dot near the bottom) needs a clear view of the outside.
