Foxglove is one of the easier perennial varieties we have to grow and maintain, just ensure to keep it weeded around the plants. Since they are a perennial they will come back each year by reseeding itself as long as the seeds can reach the soil. The plant is a biennial and if you plant now it probably will not bloom until next year, it needs to go through a dormant period (during winter) first before it reaches it's full potential. Thank you for your question. Not to the touch however these are poisonous, like many other flowers, if any part of the plant, blooms or seeds are eaten. On a personal note I have foxglove in my flower garden, had to teach my children not to eat (expressed that for all flowers in the yard) and our pets naturally have stayed away from them.
