Can I use this to patch plaster ceiling cracks?

The tape works best on a sanded, smooth surface like sheetrock. It's similar to drywall finishing tape, so if the crack is very long just cut it to length and add several thin laters of drywall spackle, allowing dry time in between each. Even if you have a hole 3-4 inches round, like a baseball, I believe it will still work. This tape has adhesive properties so you cut to size, apply to the surface, and smoothing it to prevent wrinkles, and then spackle.

Took off ancient vinyl wall paper. 95 % of the sheet rock stayed intact. Other 5 % pulled off top layer in spots.

Can this be used to repair and paint?

I wouldn't as it's better for holes or cavities patching. Simply use plaster And spakle to fill in the patch area level with surroundings. You may find the remaining Surface has glue or paper remnants that they may bubble then need To be cut out and patched. We just finished 2 rooms with old paper and One had 2 layers. We had to plaster texture that one to avoid raised Bubbles which worked out great. See photo.

Can I use this to patch a hole in a hollow door?

I have not used this tape for that purpose however I believe it would work. The adhesion on this tape would be enough to stick to a smooth door and then use drywall spackle. However, if the door damage is on a part that gets constant contact you may have to worry about the spackle easily being picked away. Remember, walls and/or ceilings may have similar damage to that of your door, but they don't have the constant contact that a door does.

can this be used on cement board before tiling to cover up the seals?

I think it could but might not be sticky enough to adhere perfectly requiring care to not disturb when Tiling.
