I think a flat file would do the job.

Fiskar's 1 and 1/4 inch lopper. It takes almost no effort to use it.
I would not go with this brand #1 they are short handled & #2 they broke, not quality at all.
Fiskars loppers work for my arthritic hands
Hi, the Corona FL3429 is the best I have found. It is a over 28 inches long. It is called a anvil looper. There are probably others bands that work as well. Usually the longer the handles the thicker it can cut. I was at I friends and I tried them out and he told me he got them at Lowes. I have been using them every year for 5 years and this is a tool that will last a lifetime. The looper I have say they were made in Taiwan. I say that because who knows if they are still made in the same place. If you have a store my you. I would go and check them out first to get the feel of the difference in sizes. The one I have says it cuts up to 1-1/2 inch. So 1 inch or less is easy to cut though. I have a worked in tree removal. I am just telling you what I know, Ed.
This is a great brand of cutters for you. I also have arthritis in my hands. These cut very small stems and branches. Very easy to use. Also lightweight and long enough to get into tight places. I've used them for years.
Didn’t notice any.
I have never had to sharpen the blades. But if I did I would take them to Ace Hardware.
There are various videos on YouTube for sharpening loppers and pruners. If you have never sharpened garden tools, you might want to look them over. You will need a sharpening stone. I purchased this dual sharpening stone at the Home Depot and use it on all of my pruners, loppers, knives etc. https://www.homedepot.com/p/Smith-s-Diamond-Combination-Sharpener-50894/300202323
I haven't had to ever sharpen mine. Stay sharp a long time
Thank you for contacting Fiskars. To sharpen use a steel diamond file and run a steel diamond file from Fiskars’ Tool Care Kit up and down the blade in a zigzag motion. Stay at a 15-degree angle on the blade, careful to not sharpen at too steep an angle as this could damage the edge of the blade. Do not over-sharpen Be sure to test blades repeatedly throughout the sharpening process to prevent over-sharpening. Minimize coating loss Stay to the edge of the blade when sharpening blades with low-friction or titanium coating to minimize the loss of coating.

Thank you for contacting Fiskars. This model does not have a replacement blade available. If your blade has a defect, please contact our consumer services team for warranty assistance at fiskarsweborders@fiskars.com.
I don't know. I have several of these clippers, and what happens most is they get out of alignment, that is, the blade doesn't go into the slot on the anvil part. I have taken them apart, tried to fix, without success. I have never investigated the "lifetime guarantee."
Don't know. Take back to home depot. They have lifetime replacement
