Very safe...reels stop shortly after you stop pushing.... your feet are nowhere near the blades..

It will go through leaves with no problem - but it will not "mulch" them the way a power mower does. The leaves only get cut once or twice on each pass, but I had no problems with clogging or gumming up. I had (and still have new ones now) tons of leaves in my yard, and mowed right through them on the first pass. After the second pass, some of the leaves were in 3 or 4 smaller pieces, but then I raked a lot of them up. I used the highest setting on the first pass (3.5 inches) and the lowest on the second pass (1.5 inches), and had plenty of 2 inch long pieces of grass mixed in with the leaves. I expect in the spring most of that debris will recycle through the yard without issues, especially with more mowings.
no. I do not see any reason why proposition 65 should apply to a mechanical object. it is not a chemical, and uses no chemicals.

It doesn't fold, but you can easily remove it. There are pins on both sides regulating the angle/height of it, which can be removed.
You can try the manufacturer. I love the mower. However support from the manufacturer is ..... go back to Home Depot and let them souce it for you
