Yes, they can be used on a stable ground but the tank MUST be positioned in the same position with the mounting brackets on top.

Will these RV tanks still function if they are installed upside down (i.e. mounting brackets facing downward? I realize that the L shaped plate is under the valves for a reason, but I'm more concerned about the meter, valves, etc. not working if it is placed upside down. Thanks.

No! They can not be used upside down, that is very dangerous as these are vapor draw tanks so if they are upside down the liquid would come out the valve and can cause a fire..
