Answer

One end of this has a 2x3 designed to fit downspout. The other end is round. for connecting to 3" it fits on the outside of the pipe which would be a pressure fit. For 4" it fits on the inside of the pipe and locks with the tabs that are about 2 inches up on from the end of connector.

Do you have a 5" fitting? My gutter is too big for the 4".

Can this be used in a permanent application feeding into a poured concrete slab?

Answer

I have used these for many years and can tell you that they deteriorate with time. After about 3-4 years they develop cracks and begin to leak. They are not a permanent solution.

They make these one size bigger. They can be found in the garden section. It will fit perfectly inside a 4inch NDS coupling. I'm sure its very close to Schedule 40PVC

Excellent Transition Coupling to 4" Pipe!
This downspout adapter is the perfect solution to that transition from your 2" x 3" downspout to a 4" pipe to get water away from your foundation. As you can see in the picture below, it fits snugly within a 4" irrigation pipe so there is little chance of a leak at that junction. I use these on all my downspouts because they fit much better than the old metal elbows I had used before. Also, this is much wider than the 2" x 3" elbow so there is less chance of a clog at that point. I am very pleased with the results in using this. I highly recommend it!

little extra length
I put this on a down spout to get just a little more distance from the foundation of our house until the ground thaws. At that point i will bury corrugated pipe to route the water. Fully extended it gave me about 11 extra inches which isnt much, but it helped me reaxh a downhill section of my yard. Dont know if i will keep it on after spring but for three dollars its nice to have it on hand. Friendly note: the 2x3” is right next to the 3x4” connectors, make sure you get the right one for your down spout or you’ll have a bad time. I almost picked up the wrong size without noticing.
