In general, Penetrol can be added to any oil-based paint and Floetrol can be added to any water-based paint. However, it's always a good idea to mix up a small amount and test it prior to using on an entire project.

If any of the "experts" weighing in here had bothered to read the Use and application pdf they would know that it can also be used indoors as well.
I have used on boats, I would say the risk after product dries for a few days before getting submerged is slow release of chemical over time which would expose whoever is in it to a oil based chemical.
To condition old weathered wood, apply Penetrol to saturation and let dry prior to priming and painting. Adding Penetrol to your top coat will reduce brush and roller marks, but won't improve penetration into the wood much.
